Adamant by nature, Devin has always been sort of a troubled child. He hates his fluffiness, is unusually self-conscious of himself around others, and is constantly striving to change rather than accept the pokemon that he is. Devin strives to be the very best, and being the "very best" means being a boy and being strong--in his eyes. He puts on a confident façade, but is privately very sensitive about comments pertaining to anything relating to his personal appearance. He has yet to realize what true strength is...
Update -- Still rather conscious of his looks, Devin no longer takes comments too personally about his "fluffiness". He has started to trust others, and recognize real strength, but still doubts his own capacities.
Devin grew up with his five siblings in a small little town not very far away from the Sinnoh Region. Despite being the eldest child, Devin quickly grew self-conscious of his physical appearance, often wanting to look more intimidating and masculine like his father (a luxray). The constant teasing of his little sisters drove him to hate how pliable his fur was to ribbons and "haircuts" and he started spending more and more time with his friends at school--staying far away from any girls no matter how tomboyish they claimed to be. Though he had a strong interest in swimming, the eevee tended to avoid the sport since the boys in his grade considered it not nearly as "cool" as basketball, baseball, soccer or Unova-style football. He took up playing baseball for a time, but despite practicing constantly on catching the ball with his father, he unfortunately inherited his dad's lack of hand-eye coordination. He continued attending games and practices anyway, simply to be around his friends and took every opportunity he could to show off.
Even though he enjoyed the feeling of being able to hang out with his friends, it always felt like there was something missing and that he didn't truly, completely, fit in. This is what started his tendency to drift off in class or on the field, often staring up at the clouds and imagining what their shapes might hold during the passage of time. Devin's daydreaming began to affect his grades and they began to drop rapidly. His parents decided it was time to enroll him in a larger school than the one he was attending, figuring that he was probably losing interest with the small class sizes.
At Amie Academy Devin was quickly overwhelmed by the vast size of the student body, coming into a class-size of over one hundred students and an overall population near a thousand. His attempts at trying out for the academy football team were so unsuccessful he ended up with a broken arm and a concussion that sent him home for a week and a half. In truth, the damage to his ego was more dramatic than any of the physical injuries he had suffered--and the school's nurse had suggested he take a small break away to rest up and work on his studies from home. During this healing period, his parents continued to hear good things about an institution that his cousin was currently attending on Faraway island. Devin voluntarily traveled to the mysterious place off the coast of Kanto to check out the school. The magical quality of the campus and castle-like structures of the school were strangely inviting to him, and there was a sense of adventure he found himself suddenly curious about.
After a week of touring the campus, Devin quickly decided he wanted a fresh start at a smaller school where he wouldn't be lost so easily in the crowd. And so, with the help of his aunt and uncle, Devin's parents were able to transfer Devin to the Armonia Institute.
Since coming to the institute, Devin has grown into a proper teenager. Getting into trouble with girls, mostly his "best bird/best friend" Scarlett V. Scout while also beginning to show signs of maturity. He has begun to understand that being fluffy doesn't necessarily make him girly--and that girls are anything but weak. He still struggles with his low level and lack of skill in the battlefield however, as highlighted during the Shadow Virus Infection of the island.
He enjoys swimming, reading books, and collecting fossils. He’s also a bit of an explorer, and likes to investigate areas that are undiscovered or forbidden.Level:

Attract: (TM) (Type: Normal / Category: Status / Contest: Cute) If it is the opposite gender of the user, the target becomes infatuated and less likely to attack. Devin acquired this move from his mother, though like her, he is usually hesitant to use it.
Swagger: (Type: Normal / Category: Status / Contest: Cute) The user enrages and confuses the target. However, this also sharply raises the target's Attack stat. Devin picked up this move from his father. It goes into effect usually when he’s feeling overly confident in himself.
Shadow Ball: (TM) (Type: Ghost / Category: Special / Contest: Smart) The user hurls a shadowy blob at the target. This may also lower the target's Sp. Def stat. A move that Devin picked up during his studies at Amie.
Snore: (Tutor) (Type: Normal / Category: Special / Contest: Cute) An attack that can be used only if the user is asleep. The harsh noise may also make the target flinch. It is unclear where Devin picked up this bad sleeping habit, but he is oft to annoy any of his dorm-mates with horrible sounds at night if he is sleeping on his back. A gentle poke or a push off the bed usually suffices to stop this racket.
Rest: (TM) (Type: Psychic / Category: Status / Contest: Cute) The user goes to sleep for two turns. This fully restores the user's HP and heals any status conditions. Taught by Coach Hollingsworth during a yoga and tai chi class on 9/9/2013.
Cotton Guard: (Battle Practice) (Type: Psychic / Category: Status / Contest: Cute) The user protects itself by wrapping its body in soft cotton, which drastically raises the user's Defense stat. Taught by Gwen, Coach Hollingsworth, during a special Battle Class given during the Shadow Virus Infection event (2/20/2015). Devin is able to buff up his defenses with his fur, but especially with the aid of his scarf. This knocks up his defense three stages each use. He selected this move because it tied him to both his parents through the scarf (Bennet) and type (Mimi).
It should be noted that Devin's move list has significantly changed since his earlier iteration at Amie Academy:. It so happens that he failed to perform some of his previous moves during testing and they were formally stripped from his student application in all registries.

-Devin’s scarf belonged to his father and it is very precious to him for several reasons. For one, he wears it to hide his neck fluff, which he considers “girly”. He also has a fixation with his father, and wants to be as big and bold as he is—perhaps even as electric someday. He also is particularly sensitive to the changing seasons, and will usually bundle up with one or even two scarves in the winter months. This seasonal affective disorder is something he gained from his mother.
-Though Devin is rather stubborn, he is also a very sensitive individual. Unfortunately he has the bad habit of “eating” his feelings, and it’s likely that you’ll spot him munching on snacks that he’s hidden in the folds of his scarf.
-Though he is very fond of his scarf, he refuses to learn how to sew, knit, or crochet since these are stereotypically “girly” activities. Irony: His father used to knit constantly, and the scarf he wears was one of his father’s favorite pieces. In fact, he usually responds dramatically to being involved in any sort of activity that might be considered touchy-feely, or remotely “girly”—even if it’s something he might enjoy.
-Devin previously was enrolled in a French class by his mother's instruction at his old school. Unfortunately his experience with the language is limited to whatever he learned in the brief three month period he was enrolled--which was spent mostly goofing off or sleeping at the back of the class.
-Devin is deathly afraid of bugs, a fear he inherited from his parents. He will utterly panic to the ninth degree if you present him with one—and seeing as this is not a very “manly” reaction, he will be a blushing mess after (if he hasn’t already run away. If you are a bug type student though, he will steel his courage and try his best to be cordial—though his nervousness will occasionally seep through in the form of stuttering or, like with feral types, he’ll vanish in the blink of an eye.
-Devin’s unusually golden eyes are from his father, a luxray.
-Devin’s parents are Bennet Brighton (luxray) and Mimi Brighton (leafeon), and he is their first-born son of…many. He won’t say how many siblings he has actually, even if you press him on the topic.
-Devin’s older cousin is Juniper Lequiste (zorua), she goes to the Armonia Institute as well. The two of them don’t usually get along, as his cousin has this obsession with picking on his fluffiness by mimicking him—literally. He's not entirely defenseless however, and frequently takes any opportunity he may find to "get her back" for the long history of pranks she's played on him.
